The PIREP system should be fairly easy to build. I built my first PIREP system in about December. It was fairly simple. I have since expanded on it, created logbooks, and done many other large, complex systems. I am the webmaster for both my VA and a partner VA (not owned by me). I recommend getting a few PHP books to learn some of the basics. Amazon.com is a good place to look.
