I am currently in the planning stages of a new ACARS system. I am looking for some help from a VB.NET/C# programmer to help create the component to record flights and send them to a server.

This will be a very basic system with very little recorded (only starting airport, destination, plane, pilot number, and flight time).

What are you tryng to do. I know C# and program in it everyday but you are talking about seems to be web services and while they are pretty easy to code, it al depends on your implimentation and what you are trying to do.
